Take it to a dealer or a good body shop. You do not have the proper equipment to do this correctly.
there is no adjustments on the headlights.
As per www.totalrecallinfo.com there are 4 recalls on this item, but not on the headlights.
There are 2 screws on the assembly. The center one is for aim adjustment.

The headlights of a 2001 Dodge Caravan are aimed by turning the adjustment screws on the back of the headlight assembly. They allow for vertical and horizontal adjustments.
There is a fairy long black plastic rod with screwdriver slot on top and to the right of the headlight.

Had the same problem with my Grand Prix, ended up that the ignition switch had to be replaced. Hope this helps.

There should be adjuster screws near the top and side of the headlight assembly, one for left/right and one for up/down adjustments.
Take it to the dealer, You don't have the proper tools to do this correctly. lol seriously? its a torx head screwdriver.. that's all that's necessary
