I just wrote to red@hasco.org (idk what state you're in, but im in snohomish county, WA state).. and asked a couple questions regarding section 8, and they replied AND sent me the application, even though i didnt ask... (i'd already found it on hasco.org) but i suggest just looking up your local housing authority. I'm not sure i understand why you'd need a cell phone in the 1st place.... am I missing something?
