You probably shouldn't ask your friend's ex or boyfriend out. Even if they keep going on and off.
However if you do want to ask him out first ask your friend if it is okay so there are no hard feelings. If your friend does say yes, then just go up to him and ask him if he would like to go to see a movie or something (whatever you want to do with him).
