You cannot turn into a puffle on Club Penguin. You can buy one at the pet shop or they might have somesort of puffle costume.

Back during 2008 Club Penguin made the CPIP ( The Club Penguin Improvment Project) and on April 1rst everyone could play as a Green Puffle.

∙ 13y agoUnfortunately, you can't become a green puffle. The one time you could was in the April Fool's Party 2008 when Gary did an experiment called the CPIP and it went wrong, everyone was green puffles for a while. It was awesome! However, it was only temperary.
