You can obtain bulbasaur after gaining all 16 gym badges and defeating red who is on top of mount silver, high level Pokemon are required as red has a range of level 80-88 in his party and the strongest being his level 88 pikachu, after defeating red, go to new bark town and professor oak will reward you with charmander, squirtle or bulbasaur. Keeping in mind you have a party slot ready for the new Pokemon, this can only be done once :)

∙ 13y agoBulbasaur can be obtained in SoulSilver by trading, or catching it in the Pal Park by sending it to your game from a GBA game in the DS, or you can get one from Professor Oak after beating all 16 gym leaders, the Elite Four, and Red at Mt. Silver.

∙ 12y agoUnless you use cheats, you can't catch a Bulbasaur. There are three ways to legitimately get one:
- Get it from Prof. Oak after you defeat Red
- Get one from a trade
- Get an egg from a Venusaur or an Ivysaur at the daycare
