Eevee can rarely be spotted in the Trophy garden south of hearthoma City.

You also receive an eevee from Lanette after you complete the Nationaldex/before you complete it.

It depends on what you're talking about. If you mean for the Quest it's at Puel Harbor, but if you mean to have on your team(or whatever) then you can't.

There aren't any wild Eevees in Pokemon Emerald, so they only way you can get one is by trading one from Pokemon FireRed or Leafgreen to Emerald.

if you go to hearthome city after you bet the elite four walk into the house next to the Pokemon center and talk to the lady and she will give you a evee

You can't catch it in Pokemon Emerald. You have to trade it from Pokemon FireRed or LeafGreen.

Pure luck. when you run into an eevee you have a 1/100,000 chance of it being shiny.

In leafgreen/firered you don't. you find a pokeball containing a lv 25 eevee at the celadon mansion in celadon city (you have to go through the back way)
