No, Girafarig is not a legendary Pokemon. In Silver and Gold, you can catch multiple in the Safari Zone, clueing in that there is more than one in existance, like most legendary Pokemon follow.

∙ 8y agoIn Pokémon Pearl, you can find Girafarig in order to try to attempt to catch one or more in Route 214 and in the lakefront area of Lake Valor, in Route 215 you can only find Level 24 Girafarig however in the lakefront area of Lake Valor you will be able to find either Level 21 Girafarig or Level 22 Girafarig in order to try to catch one or more of them.
