After you defeat the Elite 4 and Red at Mt. Silver, you go to Professor Oak and he will give you a Kanto Starter (recommend you get the one that's the opposite type of the one you got in Johto) then you go see your old friend Mr. Pokémon and he will give you a Blue Orb in "HeartGold" and Red Orb in "SoulSilver" and then you go to Cianwood, go to Cliff Cave, go in the cave go down the ladder and surf, when you go far you will see a Rock Climb spot, do that and go into the cave which is the Embedded Tower and you'll see Kyogre in "HeartGold," make sure to save because he's tough, do not use the Master Ball, save it for Entei or Raikou.

β 11y agoYou cannot get Groudon in Pokémon HeartGold, you will have to trade for one however if you want Groudon for Rayquaza in the Embedded Tower then you will need to trade for a Groudon that was caught in the Embedded Tower. Groudon is only available in Pokémon Ruby, Pokémon Emerald and Pokémon SoulSilver. In Pokémon SoulSilver, after collecting all 16 Gym Badges, you will receive the Red Orb from Mr. Pokémon and then you can just head to the Embedded Tower which is West of Cianwood City.

β 13y agoYou get the Blue Orb from Prof. Birch or Prof. Oak then you go west from Cianwood City into the Safari Zone entrance run up the stairs then run along the cliff, go into the cave with two ladders take the one going down, use surf west by going between a few rocks then you go up into the cave.

You can only get Kyogre in Soul Silver in 2 ways. 1. Migrate from Sapphire to Pearl/Diamond and then trade to Soul Silver. 2. Get it in Heart gold and trade it over from there. You can sadly not catch Kyogre in Soul Silver.
