your referring to oshawatt from Pokemon Black and White right? Well you can't get one because Pokemon platinum was made before Pokemon black and white and black and white has new Pokemon and oshawatt is one of the new Pokemon so you can't get one.

Choose it at the start of your jouney.
Trade on Gts or offer a good pokemon for it and wait 2 or 3 days

∙ 10y agoYou need to breed an oshawott. You can to this easily by getting a ditto and putting it in day care with either sex of oshawott, dewott or samurott.

i started with oshawatt, but in the long run, you'll need more fire and fighting moves (for the elite four, champion, etc.) so i'd put my money on tepig. all three are pretty decent, but my samurott (final evolution) disappoints me sometimes, especially with his speed.
