Inside the wheel well there is a small cover plate with 2 plastic screws which must be turned a quarter turn. The plate then comes out. Pull the plug off the back of the bulb. There is then a plastic collar which must be turned counter clockwise. To install, do the same in reverse.
you have to remove the headlight and that gives you access to the top of the fog light the screws will have rusted in or the bolts will turn in there housing so if they wont undo which is likely pull foglight off this might rip the holes in the bumper but its not problem as new foglight will still hold in bumper changed mine last week not mechanic but its fine
That is incorrect. To get to the fog light there is an access panel in each front wheel well. You have to take the wheel off, but you need to take the wheel off to get the headlight off, too, so this is no extra work. Anyway, take the wheel off, then remove the access panel in the front of the wheel well. It's pretty self-explanatory on how to remove it. Now it is theoretically possible to remove the fog light through that access panel, but don't wast your time trying. You'll be feeling around in a dark space and you'll never be able to do it. Instead, just remove the whole wheel well liner. It takes about 2 minutes and you'll save yourself hours of grief. To remove the wheel well liner, there are a few little plastic nuts, a couple of reusable plastic rivets, and a couple of reusable plastic screw-rivets. They are all around the perimeter of the wheel well liner. Once you've removed those fasteners the entire liner comes right out. Honestly, it is very simple. Don't think it is too complicated.
Once the wheel well liner is out you'll see how easy it is to access the fog light. The fog light is held in place with three bolts. I think they are 8mm or 10mm. It takes a little bit of maneuvering with the wrench, but it isn't too difficult. Once you've removed the bolts you can pull the entire assembly back towards the wheel well liner, disconnect the connector, and remove the fog light.
I just thought of something... maybe you're asking how to change the bulb. If you just want to change the bulb that is doable through the access panel in the liner, however when I do it I just take out the whole wheel well liner. It makes it much easier to see what you're doing. You don't need to unbolt the three bolts. You can just disconnect the electrical connector from inside the wheel well, then twist out the bulb. Changing a bulb should take no more than 15 minutes, and ten minutes of that time would be jacking the car up, taking off the wheel, putting the wheel back and and lowering the car. If you have a floor jack and an impact wrench you can do it it about 6 minutes.
All it takes is a Phillips screwdriver and a little patience. Check and make note of the lights that you think need replacing. It might be that the green lens from the factory have turned black from age and heat (mine did). First you need to move the steeringwheel all the way forward. There is a big plastic ring on the steering colum right behind the steering wheel. Loosen this about one turn and the steering wheel should slide in or out a couple inches. Then you need to remove the trim around the dash, one Philip screw top center. And one on each side in the trim in the center. Tilt this forward and it comes right out. On either upper corner there is a pop out cover that is about 3/4 inch square. They are on either side of the dash warning lights. Once you pop these out you will see the two Philips screws that hold the dash in. Once these screws are removed carefully move the dash forward enough to reach behind and unplug the two plugs that are in the back of the dash. The dash will now slide out ans off to the side and wallah! It is now in your hands. You can access the dash bulbs from the back now. If they appear to look good you it would be a good time to remove the green lenses while the dash is out of the car. there are 6 (I think) Philips screws that hold the front and the back of the dash together. Seperate these and you will see the lens covers I'm talking about. Each is held in with two small Phillips screws. You will need to remove the tach and speedo to get to all of them....pretty straight forward from here on out. Install is the same way just in reverse.....After the first time you will be able to remove the dash in about 5 minutes!

If its the drivers side, its easy enough, just unclip the clip at the back of the bulb, pull out and change.
If its the passenger side, be prepared to remove the whole bumper to gain access, then do it exactly the same way as the drivers-side light.
there is a lil door in the fender that pops off so you can reach in twist the socket pull the light out and replace in reverse...

The front bumper facia needs to be removed to access headlamp assemblies.
You can replace the front bearing on 2003 Citroen Relay using air tools.
Standing in front of the bad headlamp, with the hood open, notice the two black tabs sticking up behind the headlamp assembly. These are locks that hold the headlamp assembly in place. Remove the locks by wiggling and pulling straight up. Now the headlamp assembly will drop out the front far enough to twist out the bulb socket to change the bulb. Reverse for installation.
