To spawn blocks on multiplayer minecraft, you must be an op, the admin is responsible of who is and who isn't an op. Once an op you will be able to spawn blocks by pressing tand writing the code: /give yourname datavalue amount
For example if I wanted 64 dirt (which has a data value of 3) and my username was Bob I would write the following:
/give Bob 3 64
Then automatically 64 dirt blocks would spawn near you.
In Singleplayer, the data file (level.dat) can be modified. Also, mods such as the Single Player Command Mod can be used.
