first off there isn't a fan belt on the 99' so if your fan isn't working its a burned up motor, or the fuse has been triped.
The 1999 Ford Taurus does not have a timing belt. It has a chain that requires no maintenance.

It IS a belt - and the factory change recommendation is at 105,000 miles or every 10 years.
