I don't know why you couldn't change them, no matter where you are.
I access them from underneath, other people remove the wiper cowl and intake plenum.

A 1998 Lincoln Town Car has the Coil On Plug ( C.O.P. ) ignition system with ( 8 ) individual coils , so it doesn't have the " normal " spark plug cables

You either reach around the top to them, or you reach them from underneath.
In the heads.......at the end of the spark plug wires What a smartaxx, of course they are at the end of the wires, which have to be pulled off and the individual coil packs removed (moved out of the way). The plugs are recessed deep down and require an extension on your spark plug socket to reach them.
Check the Vehicle Emission Control Information ( VECI ) decal located in the front of the engine compartment ( it will show the type of spark plugs to use and the spark plug gap )
it is an V8 meaning it has 8 plugs
Remove the spark plugs with a 5/8 deep well socket. Turn the socket to the left. Tighten the new spark plugs by turning socket to the right.
