I had the same problem with my 2001 I looked closer and found there are screws that are hidden real well that have to be removed first,then the light just pops out. Good Luck There were two screws on the outside of the light hidden in the trim, and one screw underneath. After that the light came off and simply tightening the bulb made it burn again.
I have a 2000 Silverado with the step-side box. To change the brake lights on mine, I opened the tailgate and found 2 (at least I think it was 2) Phillips head screws that went through the side of the box and into the tail light housing. With the screws out, I rotated the tail light assembly away from the box and disconnected the wire harnesses. The bubs themselves are 1/4 twist to remove.
Assuming you are talking about either side light. There are three black thumb screws for each light inside the trunk. Remove these to remove the tail light assembly. The bulb sockets then twist of and the bulbs can be replaced.
Remove the connector from the back of your brake light assembly. Take hold of the lightbulb, push in and turn at the same time. The lightbulb will come out. Reverse the process to install your new lightbulb.
There is a third screw between the brake light and the bumper.
It means the Anti Lock Brake system isn't working properly
