First you start with a lot of patience! You have to remove the bottom plastic cover that runs along the front grill. It comes off easily as you pull on the "push pins" that hold it in place. After that is slid out you have to remove the plastic piece inside the wheel well. It is held in place with the same push pins but for some reason there are two sizes but there are obviously different.
Once both of these pieces are out you have to use a 9/32" wrench or socket to remove two bolts. One is on the bottom (6 o'clock position) and the other is on the inboard side (9 o'clock position). The one at 9 o'clock is a bear to get out since it requires either a long reach wrench or freakishly small hands!
When those are out then the whole lamp assembly will drop down. You then need a torx driver (don't know what size since I lost patiernce before I finsihed and took it to the dealer) but once you take out six torx screws you can replace the bulb.
Then simply repeat the process backwards and you are finished!

Also, GM has a repair bulletin that advises to change the socket when you change the bulb. My sockets were very brittle due to the heat build up. I changed bulbs once and they didn't last very long. That's when a friend at GM told me to change the sockets as well. Two sockets and two bulbs cost me a total of about $20. That's ordering them through a friends repair shop discount.
**Just my take on this. Instead of removing the 9/32 bolts that no human hand can reach. Just leave the light assembly on and remove the 6 torx screws. The plastic housing that covers the lights will come off and you then have access to the Fog light and Turn Signal lights. The driver side is easy. The passenger side is a little harder. You will need a small/stubby torx to get the top right screw on the passenger side. The washer reservoir gets in the way. Remember to torque your wheels to 100 ft lb. **

The dealer told me it would cost around 125 to change it. After taking around 2+hrs to do it would have the dealer do it. It is a royal pain. You have to remove the inside plastic liner to the tire well. You do NOT have to remove the front grill. You have to remove the 6 screws on the plastic covering to the light. Once this is off you can turn the plastic bulb case and pull it out. I did not know this before I removed the additional 6 screws for the light kit (plus the front screw). Since there are no instruction in the owners manual I could not risk breaking it. However, you do NOT have to remove the light kit completely. Note to insert it back you have to get is exactly right or it will not fit back to screw in place. And yes yes need small stubby torx screws.
