use a cresant wrench and lossen the idler on the serpenten belt and use your other hand to push the belt off of the water pump pulley (left hand on wrench right hand to push belt off :) trust me it comes off of the water pump pulley with less effort)now that the belt is off there are 3 or 4 bolts a socket wrench will work nicely. replace your pump makeing sure to fully secure it...... now thread the serpentine belt around everything but the alternater,(keep a little tension on the belt with one hand) and using the other hand use the cresant wrench to pull the idler back, since you are already holding the belt go ahead and slide it onto the alternater pulley. afterwards make sure the belt is seated properly across its entire length.

Sounds like a weak power steering pump. Have you checked the power steering fluid?
This is two of the things I know that could be wrong. The power steering pump is either bad or there is no power steering fluid in the pump causing it to have steering problems. Be sure to check the fluid level in the power steering pump.
