according to the Haynes Repair Manual for full-size Buick, Olds, and Pontiacs 1985 thru 2002, the starter is changed as follows:

1. disconnect battery 2. raise front of vehicle and support on jack stands. 2a. starter is located between the rad and the motor, near the transmission. 3. working under the vehicle, clearly lable, then disconnect the wires from the terminals on the starter motor and solenoid. 4. remove the mounting bolts and detach the starter. ** NOTE the location of the shims, if any, they must be reinstalled in same position. 5. installation is the reverse of removal.

located directly in front of oil pan(right above frame support beam), remove flywheel cover, remove two bolts holding starter to engine block and power wires and the starter will fall out of place, put new starter in place, connect wires as they were, and re-place the two bolts securely, and re-place flywheel cover.

The 1997-2005 Buick Park Avenue's and Park Avenue Ultra's all use the same bumper cover part number. So I think the bumpers themselves would be interchangeable.

In my '86 Park Ave. 3.8 the starter was just behind the bottom of the rad in the front of the car. In my case I could start the car from the starter but not the ignition then later found out it was not enough cranking power in the battery. Remember when lifting your car to change the starter block both back wheels, front-wheel drive will roll, try battery 1st but starter is not too difficult to change.
