There are two bolts that hold it in, the first you can see at the bottom of the starter, it also holds the ground cable on. The second is a long bolt which you need to crawl under the car to get at. Jack up the drivers side and look at the bell housing where the starter is. You will see the head of a bolt this is it. Just use a 15mm socket and extension and it will come right out. There are also two wires that need to be removed one is bolted on the selonoid the other clips in.The whole job can be done in about 15 minutes. ...Art ....remember to unhook your positive battery cable before you attempt to remove the wires from the starter. These wires have power going to them even with the key in the off position. Matt

Remove fan motor 1st, 2 bolts size 14mm on starter, loosen bottom bolt from inside part of engine, top bolt from outside of engine or the right side of engine, don't forget the 2 wires on starter & the clip wire, took about 20 minutes

The starter, on your 1998 Dodge neon, is located near the bottom, back, left side of the engine. You can follow the battery cable from the battery to the starter.
