When logged in double-click on your picture by your name, in the new window either choose a picture or select browse to upload your own. click ok. when you next sign in, your new picture will appear. (you may need to refresh your web browser first)

Sign in, then double click your display picture at the top of your contact list. Select your display picture from the list shown, or add your own by clicking Browse.
NB. This might not change your picture on your Windows Live Profile.
From Windows Live through a Web Browser:
Sign in, then click Profile at the top of the page. Then, click your picture at the top left of the page, and Change picture. Click Browse and find your picture, then click Save.
NB. This might not change your picture in Messenger.
