the filter is built into the power steering reservoir . the filter cant be replaced separately . the reservoir itself should be replaced.

The dip stick for the power steering fluid is attached to the power steering reservoir cap. the power steering reservoir is located behind the engine on the passenger side of the engine compartment. There is a belt and pulley on the right hand side of the reservoir. The reservoir is painted black. Once you unscrew the cap the dipstick will have markings to show where the level should be when the fluid is cold or hot.
The reservoir on a 95 Neon should be on the passenger side of the engine bay. It is near the front at the radiator.

Look for the reservoir that says power steering fluid and follow the hoses from the reservoir to the pump assembly. The pump assembly will have a pulley and belt (hopefully) attached to it. This should work with any car. Tracker has the pump and reservoir at the front of the engine bay, passenger's side.
On some vehicles the two fluids are interchangeable. If your vehicle isn't one of those, DON'T drive it or move the steering wheel.
