Most tap water is "clean" enough for the fish. You can drink it, but in many cases it has a lot of chlorine in it as a result of the purification process used by most water suppliers. All that one really has to do to make it safe for use with a betta is to let is sit out for a few days. But don't put it in a bottle. Use a bucket or other container with a lot of surface area (to facilitate the air exchange that will let the chlorine out). This is standard practice for those who prepare water for use in home fresh water aquariums. It usually isn't necessary to put it through a lot of fancy filtration. The municipal water company already did that. Make a quick call to your local aquarium supply store or do a bit of searching on the web. There is also the old school approach: go to a library or a book store and look in a book.

At the pet shop people usually say that you must not take all of the water out of the tank but then all the water is not clean so in my experience i advise you to take all the water out and put the fish in a separate bowl by using a small fish net that you can but cheaply from pet shops. If you live in a city and use city water than prefferably bottled or filtered water. There is a lot of chlorine in city water as well as other chemicals that can irritate a sensitive fish. If you live in a rual area and use well water then just use your tap water.

It's pretty simple. I've watched my mom do if with our three past fish (Beta, Troy, and Fin) and our present fish (Bubbles). First of all, u fill a plastic bowl with water and take your net and catch the fish. Put the fish in the bowl. After that, take a strainer and pour the water through the strainer. The pebbles or rocks should fall into the strainer (if u have plants or decorations, be sure to remove them). Set the rocks and pebbles aside. DO NOT USE SOAP. Take a wet rag and wipe out the fish bowl. DO NOT USE SOAP. Dump the rocks in and put in all of the decorations. Fill the fish bowl with bottled water. Take the net again and put your fish back into the fish bowl. Good luck!
Well I have a betta in a 1 gallon bowl (he's doing fine! =D) and I use a net to take him out of the bowl and put him in a container big enough for him to swim around. For a few weeks only change some of the water in the bowl. After maybe few weeks and when the bowl's really dirty take out all the water, rinse out the ENTIRE bowl to make sure it's really clean. And then you put warmish water in the bowl and put water cleaner for betta fish in the bowl. Then you're ready to go!

Tips: Make sure you don't let the betta fish jump out of the net (once my betta did that and almost died)

Don't scare your fish make sure to take the fish out carefully and don't shock him or paralyze him.

You can just use tap water but you may need to add a treatment depending on what is in your tap water.
Tap water is OK provided you remove the chlorine. They need a temp of around 75F to 80F. A pH around 6.5 and dGH of around 3 to 5. Minimum sized tank for a Betta should be around 18"x 10"x 10" with a heater/thermostat, filter, thermometer, substrate and plants and last but not least the tank should be covered and lit with fluoros.

Add a dechlorinator (I like Stress Coat) to remove some of the chlorine and other chemicals found in tap water. Also, use a thermometer to make sure that it is the right temperature.
