To clean a CD all you need is water. Just run the CD under luke warm water and use you hand to rub off any kind of dirt on the surface. You don't need to buy any of kind of liquid "CD Cleaner" and don't use any kind of abrasive soaps. Once you've cleaned the CD with your hand and the water, shake off any excess water and dry off the CD with a lint free cloth or microfibre cloth. Ive tried it doesnt work

It depends how scratched it is, if it is not too scratched, try toothpaste. Rub toothpaste on the whole CD and leave it on for about 5 minutes. Then just clean it all off, dry it off and use it.
