Hi. I have just had the same problem, We discovered that if you use Milton Sterilising Fluid (usually used to sterilise baby bottles) , this will take it off completely. If your blinds are coloured then it may fade the colour. My blinds are cream abut it didn't change the colour at all. All you do is dip it into the Milton or pour some Milton on the blinds and leave for a minute, then i you use an old toothbrush or sponge it won't take much to just rub it off, Make sure you rinse it off and then hang them out to dry. Hopefully it will work for you too.
