To transfer DSiWare from a DSi to a 3DS, you first must download the Nintendo 3DS Transfer Tool from the Nintendo DSi shop onto the DSi. Once this is downloaded, launch it from the DSi Menu.
On the 3DS, enter system settings, then underneath "Other Settings" select the System Transfer option on the third page. After the 3DS checks your Internet connection (you must be able to connect to the Internet on both systems so that DSiWare licenses are transfered properly) select "Transfer from Nintendo DSi." Read through the next few screens until the system says that it is searching for a system to transfer from.

Full - This will transfer everything: Your Wireless settings, photos, Nintendo DSi sound recordings, and DSiWare games.
Photos and Sound - This will give you options to transfer all your photos and recorded sounds.
DSiWare - Use this to transfer individual DSiWare games to the 3DS.
Follow the prompts on the DSi to start the transfer. While the transfer is taking place, progress will be shown on the 3DS.
First, open Mii Maker on both the Wii and 3DS.
On the 3DS, select 'Send/Recieve' and on the Wii, select 'Connect to DS'
The 3DS will ask for the Wii to connect to and confirm on both consoles. Using A+B on the Wii, grab the Mii you want to transfer and move him/her into the empty space.
Get system transfer on both, then go into it on the one you are transferring the info from. Then, click on transfer to 3DS, and receive on the one that you are transferring to. If it hasn't changed i'm pretty sure that's how it works.
