Of course upload the jpeg to the server, otherwise you get displayed a missing image or nothing depending on the browser.

An HTML file is being printed to the screen by the browser. To convert what is on the screen you can take a screen shot. Some sites have the ability to save the page as PDF which is basically an image file like a JPG. The PDF file can then be saved as a JPG.

You can't.

HTML includes JPEGs and all other images by referencing their location on the internet. The browser then makes a request to the server to transfer the file, which it then renders.

You can use the data-url schema in CSS to include the raw binary data from a JPEG file into a CSS file, but this technique is rarely used because it is less efficient, hard to pull off, and has so-so support amongst the browsers.

The formats are quite different. However, you can open the HTML file in your browser, and take a screenshot. Perhaps you can also find specialized tools that do just that. Please note that information gets lost when you convert to a JPEG file (basically, the result is no longer easy to edit); so you may want to just keep it in the HTML format.

Note also that most people can easily open the HTML format.

Can you retrieve a JPEG file out of a HTML file?

A .jpeg file is not in an HTML file. It is a separate file that is called from the HTML file to display on the browser. You can get the URL of the jpeg file from the HTML file and if the graphic is still there, the file can be obtained from its location. If you are on the actual web page that displays the image, you can usually right click on the image and select 'Save As' and save the file. Some web sites have their images protected to prevent you from saving their photos onto your harddrive.
