You should start with a great deal of research into how to care for a pet bird - what type of bird you would like, life span of the bird, cage requirements, nutritional requirements, behavior, etc. Some birds such as parrots and macaws can live for decades, while other birds like cockatiels generally live less than 10 years.
After this, demonstrate to your parents how you would be responsible and care for the bird by showing maturity and initiative. This may include getting your homework done without being told, keeping your room clean or doing additional chores just to help out without being yelled at first.
If your parents still do not want you to have a pet bird, sit down with them and calmly ask why - are they allergic to birds, or have a fear of birds? Do they think you won't be responsible for the bird, and if so why?
Whining, begging or complaining about not having a bird is not going to win your parents over.
You just have to beg and beg.When you come from school you beg,when your in a car you call them and beg.If that dosent work then try behaving good like a goody goody.

i barely got my parents to buy me 2 parakeets so i know waht to do: tell them that you are responsible with animals, you have proof bcuz you already had animals in the past. ask them why they don't trust you with another bird or want to get a pet. to convince them, you can say that you will pay for the toys, bird, cage,supplies, and food. that will definitely work. good luck!!!!!

I would show them some YouTube videos of rats. There are very educational videos that can be used to show what pet rats are like.
The best way to convince a parent or parents to allow you to have a pet, is to demonstrate responsibility. Owning and caring for a pet is a full time commitment. Make sure you know what your pets needs will be and that your capable of performing these duties. You might first babysit a pet for a friend or neighbor to give you a feel for what it would be like to care for your pet. If you continue to be committed to demonstrate your ability to be responsible and also keep up with any school, family, clubs, hobbies, teams, etc., duties-- I think you will be successful in winning your parents over in allowing you to own a pet.
