The timing of music depends upon the time signature - 4/4 time has 4 beats to a measure; 3/4 time has three beats and so on. In 4/4 time, a quarter note gets 1 beat; a whole note gets 4.
whole notes=full measure
half notes=half a measure
quarter notes=half a half note or quarter of a measure
eighth notes=half a quarter note or an eighth of a measure
sixteenth notes=half an eighth note or a sixteenth of a measure

Dancers have to stay with the counts of the music or else their dancing will seem a little awkward or off. Some dancers count the music in sections of 4. While others count the music in sections of 8. No dancer should ever count the beats of the music beyond 8. After you get to 8 you start all over again from 1. 12345678 12345678
This is two questions. The first is not one that can be answered in the scope of Answers.com. Counting bars is easy. Listen to the music. Most modern music has a beat that can best described as 4 beats in a row. Each set of 4 beats is a bar, so you just count 1,2,3,4 2,2,3,4 3,2,3,4 etc...
4 beats.
