If it's frozen solid, either leave it in the fridge for 24 hours, use a microwave, or run cold water over it. Do not leave it out on the counter or thaw it under warm water because you run the risk of bacterial growth and contamination.

There are several safe methods for thawing frozen meats. They are: 1. In the refrigerator. 2. As part of the cooking process 3. In a microwave as long as food will be immediately cooked once thawed 4. Under cold running water or submerged in cold water frequently changed (every 30 minutes). The reasoning behind these methods is to reduce the period of time that food, capable of supporting bacterial multiplication, is in the "Danger Zone" from 5 degrees C to 60 degrees C. Foods in the "Danger Zone" can quickly become unsafe as this temperature range is favorable for growth of harmful bacteria and/or their toxins. Proper thawing is a very important part of food safety. While most bacteria are destroyed during the cooking process some, if allowed to sit in the "Danger Zone", can produce heat stable toxins which cause illness. Also, some types of bacteria are capable of entering a spore state during cooking to protect them againt unfavorable environments, such as oven temperatures. Once they are removed from this unfavorable environment they can go back to their vegetative state and continue to multiply again. Cooking alone therfore can not guarentee food is safe.

Hamburger should be thawed under refrigeration, not on the counter. Or it can be thawed in the microwave, then immediately cooked. If you are referring to frozen hamburger patties, those can be cooked from frozen without thawing.

To properly thaw meat you should remove it from the freezer and place it on the bottom shelf of your refrigerator (so that any drippings do not contaminate anything else below if in case of a spill). Leaving meat out on the counter causes growth of microorganisms because that is in the danger zone (40-140 degrees F or 4-60 degrees Celsius).
