A soprano voice is the highest-pitched tone of voice - normally a term applied the highest female voice. Some young men are capable of this pitch and can be called "boy sopranos". The range of voice is usually from middle C to a high A, or ranging approximately from middle C and up to two octaves above that note.

"Mezzo" is Italian for "middle", so a mezzo soprano is a middle-pitched woman's voice. The higher voice is soprano, of which there are different categories, (lyric, dramatic, coloratura, etc.), depending on the strength of voice required and the duration of the part. The lowest female voice is contralto or alto.
every day do some voice exercises like "i lah-aave to sing," or, "me-i-me-i-me-i-me-i-me-i-me-i-me-i-me-i." start low and get higher. start singing middle range songs, then keep going higher. your voice will hopefully be a little more flexible.
Mezzo soprano is the female voice range that lies between soprano and contralto. Mezzo sopranos tend to have secondary roles in operas, with some notable exceptions.
You can develop and ameliorate your voice by taking vocal lessons or just singing in the shower!

For a male, with the appropriate vocal tranining a voice is at its highest as a middle-aged adult.
The voice changes as a person grows older. There is nothing much that one can do, but wait for the person to reach the stage where s/he will come out of the child like voice and develop a mature voice.
