To put it simply: You Can't. In Windows Vista, you must be a member of the local Administrators group (or have Admin credentials) to enable/disable User Account Control. You can install Smart UAC Replacement which will switch it off. But first answerer was right to install it you will need to know password/login of Administrator.
You would have to have an administrator account to set up a restricted guest account, and lock out the panel access.The applicable registry instructions are at the related link below.

You could create another administrator account... (say like a guest account) its easy and requires no password... Plus you wont have the parental lock.
You must have at least one admin account enabled on your computer. To disable an admin account, go to Control Panel, click User Accounts and Family Safety, click User Accounts, and click on the admin account you want to disable. You can make it a Standard account, or delete it entirely.
My son keeps putting a password on the Administrator account and I keep having to get rid of it. (I make him tell me the pass) I don't want to make another User account as I don't go on the computer much. So I'm just asking for a program that makes it so you need to type in a Password TO SET a password on the administrator account. Someone please help!

go into the user accounts area of your control panel. make only one user account with no password and it shouldn't ask you to logon again.

The operating system will not allow limited users to change any of the system's settings or applications or add/removing programs or registry. Only Administrators can do all these things. User can only view the data. so the in the user account when user want to access registry he can not access and it shows an error as "Registry editing is Disable by your Administrator" I didn't find the above answer useful. delete it? also if it a windows file then it will be in the control panel. you can also search for start up programs and you can disable it from starting there

If you are using windows the go to ->control panel -> windows security -> disable your selected port. or your can disable this port by configure your modem contact your operator.
