the only place would be the dealer turning the option off with their computer..but why would you want something that makes your vehicle safer off??
on my 2004 first generation model you can turn them off... put the lights in the middle position<parking lights> turn key to number 2 position, pull back turn signal lever towards you, hold it back and turn lights to off position and release...I am trying to remember..but this should be the steps...

your headlamp switch on the dashboard has a small screw on it. its a 3 position switch. turn it to switch daytime running lights off.
Disabling the daytime running lights is a dealer/shop computer program change. When I asked to have it done at a Volvo dealer, the service rep said no way. I pointed out the owners manual said only Canadian models could not be shut off. He said ask sales and I did - they said sure and went back to the shop to tell them it was ok. Now mine are off. PS since I was getting something else done they did not even charge for it.

If your full beam doesn't stay on, make sure your light switch on the console is actually turned to "on". Unless you've had the daytime running lights disabled, then the lights will be on when switched "off" (!) and this means the full beam doesn't lock on, it only does "flash" mode. When the lights are switched "on", then the full beam should stay on.

Hi All, I have a V40 Esate and having followed all the owners manual procedures getting nowhere was informed by the local dealership that the lights can only be turned off by them as it is a software issue and has to be limked to the Volvo manufacturers to comply with their regulations. Hope this helps, Barry
They should turn off when the ignition is turned off and the key removed.
