Assuming it's part of the central heating system you may be lucky and be able to turn both valves either side of the radiator to off. If you can then disconnect the valves from the radiator. If you can't turn off the valves you need to first find out the size of the pipe feeding the radiator and whether it is made of copper or steel. Buy two compression stop taps or 'Stop ends 'of the right diameter , or steel plugs with PTFE tape. Before you start work find the header tank in the loft. Tie up the ball valve that refills the tank so that the water supply is cut off. Drain the heating system down by finding a drain cock at the lowest point in the house. Push a garden hose on to the drain cock spout and if necessary tighten with a jubillee pipe clip.Open the drain cock with a suitable spanner and turn anticlockwise until water drains out into the garden drain. When all water is drained attempt to dissconnect the radiator in question . Either cut through the pipes with a hacksaw if you have the right stop valves and fit new stop ends. If the radiator valves can be undone disconnect them from the radiator. If they don't move apply heat to the valve body with a blow lamp and use a pair of stilsons to undo the nuts.

I think you need a pump; cast iron is not affected by the heat and cool (the clanging) cycle associated with gravity heat, but the new one might be, especially if it is copper tubing. Didn't they quit making those furnaces like decades ago?

It's not fun...the fan shroud is in the way. So, you have to take the grill off, then drain and disconnect the upper and lower vacuum hoses to the radiator. There should be something like 4 bolts holding the radiator on. Remove those and take out the radiator. Then you will be able to get to the bolts for the water pump. Remove those and take off water pump. Make sure you get the gasket too. Then apply new gasket with silicone gasket stuff and stick new water pump on. IMPORTANT Do not tighten bolts too tight when installing new water pump, they are cast iron and will sheer off!..i know..Just make sure they are good and tight. Then put everything back on like you took it off. Fill the radiator with fluid again and there ya go.

Why don't the upstairs cast iron radiator heaters work?

Most often because they become air/water-locked. A cast iron radiator system works by sending steam (which naturally rises) up from the lower level into each radiator. When the steam heats the cast iron it loses enough heat so that it cools back to a water (liquid) state. When this happens, the water must flow back to the burner all by itself, propelled ONLY BY GRAVITY. So if at any point in the loop ANY length of pipe has sagged so that it is not downhill enough to allow the water to drain, the system will become locked at that point and no steam will pass by, thus cutting off heat to all radiators beyond the blockage. The most common fix for this is putting shims underneath the feet of the radiator on the opposite side of the pipe only, thus angling the radiator down for full drainage. Many times people will cause the issue themselves by putting a floor or tile underneath the radiator, inadvertently removing the angle. Other times, the natural sagging of the house removes the angle put in when the system was originally installed. So, your best bet is to 1.) Shim all non-working radiators downward toward the pipe, 2.) Drain the whole system (from the spigot at the base of the burner) of all water (and air), and 3.) re-fill the burner with water to the appropriate water pressure. Replacing the steam valves on each non-working radiator is a good idea as well.
