I'm not 100% sure why you would want to. A 64 bit OS will run 32 bit programs just fine as is.

If you really, really want to drop back down to the 32 bit OS (maybe you've got some archaic 16 bit programs, but I wouldn't expect many of those to work on Windows 8 anyway), you're going to need to reinstall the OS. There's no simple way to "turn off" the "64 bit-ness" of the OS.
