Safe Mode is a good way to get the computer running so you can try and figure out why it won't boot up in normal mode.
When you turn the computer on, a message will come up at start up, stating something like "Windows is now starting up." When this message appears, press F8 on the keyboard. You will then be given a list of options to choose from; one of the options is Safe Mode. Select this one and your computer will start in safe mode (no unnecessary drivers are loaded).
Reboot the computer, wait until after you have received a post code (the beep) and press and hold f8 while the screen goes blank right before the windows load screen appears and select safe mode.
hit f8 whilst windows is Loading First restart your computer and press F8 like never before. Then a screen will come up asking what type of Safe Mode you want, pick on and it will start in Safe Mode. Usually you hit F8 at the right time when starting up. If you get to the windows loading screen, you're too late. Just hit F8 lots until you get a selection screen, one of the options will be safe mode.
Hit your F8 or Function-8 key on your keyboard repeatedly as your turns on. You need to press the button before windows tries to boot up as normal, so start pressing it from the off.
You will get to a monochrome screen, choose Safe Mode to enter in. You may also want to try "Last Known Good Configuration"

Press F5 during boot up.
This should be done immediately after POST (Power On Self Test performed by BIOS), right before or within a second or so of operating system booting.
That should allow you to enter Safe Mode.
Be aware that Safe Mode does not mean that a Virus your computer might be infected with will not start.
The safest method of killing a computer virus is to take your hard-disk out and remove the virus from another virus free computer.
It can vary from one manufacturers PC to another, but this way works on most:
Reboot the computer. As the reboot starts, begin pressing the "F8" key once every second. Keep pressing it until the boot detours onto a DOS page with a list of boot choices. Arrow down to "Start in Safe Mode" and press enter. Again, that won't work on every PC, but it will on a lot of them.
Turn on (or restart) your computer. Press F8 (the function key at the top of the keyboard) repeatedly until the safe mode menu shows up.
Rebboot the system and repeatedly press the F8 key.
Press and hold F8 as it starts up. You'll enter a menu where you can select Safe Mode. If you wish to still access the internet with Safe Mode, then choose Safe Mode with Networking.
When you turn on your computer, click the F8 key while the black "boot" screen is up. A screen will come up that will allow you to choose safe mode as an option in starting windows.
Safe mode loads the Standard VGA driver, its not somewhat a monitor troubleshooting step but rather a step taken to resolve driver issues. If your monitor displays the first part of the boot process then blanks out while loading the OS it is recommended your boot into safe mode to try & resolve display issues.

Windows XP does not have 'proper' dos, but it does have a command prompt which is a lot like dos. You can access a DOS-like command prompt before booting Windows XP by first restarting your computer and before the Windows XP loading screen appears, repeatedly hit the 'F8' key on your keyboard. This will give you boot up options. One of them will be 'Safe Mode with Command Prompt'. This is the same command prompt that would appear if you hit [Windows]+[R] key in Windows and typed 'cmd' and then hit enter.
Try typing "win" and pressing Enter.

I have windows 7 and I'm currently using turboc2 on it. You can spread the editor into full screen by pressing: alt+enter at a time.
Switch the PSP off. Hold the right shoulder button down while switching it back on, and this will enter the recovery mode.
