You get a Razor Fang at Battle Tower then give it to Gligar and level it up between 8:00 pm and 4:00 am or go to Veilstone City then go downwards until you see a cave, stop there, then go down to first, then the second patch of grass (where the man is standing) and where there is no grass that's where the Razor Fang is. Note: It's hidden, so stand 1 step before it.
