If you do not have anti virus software, download ASAP. Run PC scan through anti virus to locate and quarantine the virus. If you don't have and don't want to download anti virus software, figure out when your computer started showing signs of infection. Did you download something or go to an untrusted site around that time? If so, you can uninstall the program you downloaded and go into your control panel and restore a checkpoint from before the infection.
However, some viruses are very tricky. You can run your PC scan to learn the name of the virus. Type the virus name into your search engine and it will give you different resolutions on how to remove it safely.

I failed an exam some years ago over that exact question. I said yes, every virus could be reverse engineered with a definition file and it was marked wrong. It seems that sometimes they antivirus folks cant figure out exactly how the virus works, but will figure out how to disable and remove it. Then they just incorporate this into their av and move onto the next virus. Somebody with a background in programming would have a far better idea about this and could explain in alot more detail than I can.

Try removing the virus and getting the junk files removed (use ccleaner for this). Virus can be removed by a good antivirus suite, if you don't have one, try Avira's antivir personal. Further, if the Virus has been there for quite a while, its better to re-install the OS, as most of the apps will now be infected.
