Once you defeat all 16 gyms, Prof. Oak calls you asking to talk. Go to his lab and talk to him. He gives you HM 08 Rock Climb, and the gate to Mt. Silver is now open.(Go left from the Victory road gate). You will need Rock Climb to get to the top. Once you reach the top red will be there. Prior to reaching the top, I would recommend building up your teams levels. 75-80 would be suggested for beating red.
