It can only be caught in the Firered lost cave and Misdreavus can only be caught in the Leafgreen Lost cave. You cannot get Misdreavus anywhere in Firered. It is absolutely exclusive to Leafgreen.

Also in lost cave if you go in the caves the way I'm about to mention you will find items oh and one more thing before i get to that make sure you go back to where you found Selphy to get a silk scarf item. Go right then down to find a lax incense item, Go right, up then left or it's right to find another item, Go right then up then down then left or it's right to get another item, Go right up down down right left left to find the last item.
