In the United States, tampering with a Passport is a Federal Offence - a felony and it WILL get you jail time in this post-9/11 era. Any Customs Agent worth his salt will spot tampering and you will be detained. With US Passports you would almost have to destroy the passport in order to alter information since it is encased in laminate plastic, so in a sense, yes, ANYONE will be able to tell. A piece of advice: DON'T ALTER YOUR PASSPORT!!! In the US a Passport is the property of the US State Department, not the individual and it can be revoked at any time.
you must take it to the airport, try any big airline, and just ask them to scan it to make sure it's valid for an upcoming trip. tell them you paid off your child support in full recently, and want to make sure you upcoming trip won't have any surprises in store.
