How do you find top dead center on a 1999 kia sportage in order to set the timing?

take spark plug out of #1 cylinder, turn engine by hand clockwise, have a rag or someone put there finger into spark plug hole and when you feel air pressure coming out of hole you are on the compression stroke. Then look at your camshaft, crankshaft timing marks as you come up on TDC , they should all line up.
