I have the same question for a 1995 Jeep hatch - not much help other than to validate the question.
The rear hatch is unlocked with the same switches as the other doors. It is then only opened with the outside handle.
You open the back hatch door and pull the panel away from the latch and push down on the lever to the lock the lock will then pop open and you can shut the hatch
You can not open the rear hatch door from the inside.
To manually open the rear hatch of a 2002 beetle can be hard depending on weather the hatch is closed or open. If needing to manually open a hatch you will have to take the plastic cover from the inside of the hatch then push the latch open.

Open the rear hatch. you will see 2 screws on the side of the taillight. Remove them and pull the taillight out.
Climb into the rear storage area from the back seat and using a screw driver remove the door skin from the hatch. This will give you access to the linkages and latch mechanisms from the inside. You can then put your hand down to the latch inside the door and by pulling on the metal bar linking the latch to the handle you can open the door.
Break it open, then fix it...silly.... :P

There are detailed instructions on the inside of the owners manual. You have to open the rear hatch and remove the screws on the light fixture.
to get in to the rear light panel open rear hatch on the in where the light are is a platic cover with two to three scrwes undo it light housing come out
well in side of the jeep in the back pull the plastic off and on the left side were the handle is there is a whit leaver pop that to the other side and then pull handle that is what i just did to my moms jeep.
TRY THIS BEFORE YOU SPEND ANY $$$$$.. PULL UP ON THE HATCH HANDLE AND PUSH IN ON THE HATCH WHILE PULLING THE HANDLE.. WE HAVE ONE THAT DOES IT AND TALKED TO MANY WHO HAVE THE SAME PROBLEM..IT LET SOME OF THE PRESSURE OFF THAT HAS BILT UP ON THE IN SIDE OF THE JEEP..GOOD LUCK...

most likely it is the high mount rear brake light. Open hatch and you will see where to remove the screw to access the bulb.
That is incorporated with the latch assembly.
Remove the plastic molding covering the inside of the rear hatch. The hole located at the bottom of the hatch (long slot) is where you'll need to insert a flat blade screw driver. There is a pivot point that connects both latches through rods (left and right) on the rear hatch. Cause the pivot point to pivot using the flat blade screw driver and push the hatch outward. The rear hatch should now be open.
If the rear hatch on a 1997 Honda Passport will not open with the remote cable, it can still be opened from the outside. After opening from the outside, repair the cable.
