The "pop up" headlight on any vehicle is simply an assembly of several components which work together to function as designed. The pop-up mechanism operates on a small motor. To "fix" a problem, you'll need to put in a little diagnostic time:
Is the problem the result of a damaged assembly?
Is the problem the result of a worn out motor?
Is the problem the result of a faulty limit switch?
Wiring?
Headlight bulb?
Headlight switch?
Electrical connector?
Find out why it isn't working then repair is generally a simple process.

You don't. Serpentine belts are adjusted by a spring loaded device called a belt tensioner. If you belt is loose, then the tensioner is broken.
