I'm not sure if an expert would agree wiyh this. But when my dog broke her front leg, I supported the broken area with a flat piece of wood. Then I wrapped it up tightly a couple of times. Her leg healed within a month in a half. She is still running fine today.

2nd answer: having experience in a vet hospital I would suggest just holding down the dog down until you get to the vet if you can't do so the dog can support itself if you are on your own but you should always get professional help and not risk it healing in an improper way

Answer

Make some phone calls and see if there is a vet who will care for the dog at a lower cost. Certainly, if the dog has a compound fracture, you risk having the dog live with extreme pain and possibility of infection. Sadly, you will have a choices to make for the dog if you cannot afford the care.

You take the dog to a veterinary practice, and have them do it. There's no other responsible way around it.

Take the dog to a vet. If not your dog will suffer, and the bone will not heal correctly. Infection could set in and your dog could die.
