I experienced poor acceleration in my '95 Chevy Blazer, which eventually became so severe that when accelerating, the engine nearly stalled.It turned out that my catalytic converter was disintegrating, and choking off the exhaust so severely that the backpressure was causing engine retardation. I took the vehicle to a muffler shop, where they performed a backpressure test on the exhaust to diagnose the problem. After replacing the catalytic converter, the problem was corrected.

You probably have a check engine light on so, start with having the ECM scanned for codes. The codes will help you determine the cause of the idling problem. It could be as simple as a vacuum leak. Your local auto parts store can help you with reading the codes at no cost.

Fin nipping is a symptom of poor feeding. Fix the problem by feeding the fish a bit more or more often or better food and the fins should recover.
It sounds very much lke you have a leaking vacuum hose. Either it has deteriorated and needs replacing or it has come off its fitting. Carefully check the engine compartment in an effort to locate the source of the hissing sound. When you do repair or replace the hose you will probably cure the source of your idling (and hihssing) problem(s).
The check engine light should be on and give you a code. If not and your vehicle is idling low or rough you should take it off and clean it out before you spend money on it. A good cleaning will usually fix that problem.
