You don't. Always replace worn belts.
Belts don't come off without a reason. Spin each pulley by hand checking for tightness, noise, looseness to help tip off the troubled area. I hardly ever see a belt break or come off due to wear or belt condition.

yes you can, you have to take off you serpentine belt and then disconnect lines running to your power steering pump, take out the bolts and replace it.
get is reconditioned or new parts. there is no real temperary fix for any power steering component.
Depends whats wrong. Is there oil in the pump? Does the pump need to be replaced? If so, just remove the belt and change the pump.
