Most likely cause is out of balance wheels. Get your wheels balanced by your garage or tyre specialist.

I believe the only way to fix this would be to replace the steering wheel with one from from a junker car. I don't think the controls are available to purchase individually and you would need to take the wheel apart to replace them in any case. Do what I did with my Bonny, live with it (much cheaper)

You have a tire out of balance, bent wheel, or defective tire. Have the tires inspected, rotated, & balanced. Make sure they inspect the wheel. If that does not solve the problem you have worn suspension or steering parts. After all this vehicle is 14 years old.

Replace the complete switch in the steering column, you have to pull the steering wheel off and then you can take the top cover off the steering column and get to the switch.

I work at an auto auction try turning the steering wheel both directions and the key will probably turn. When the wheel is up against the wheel lock, it sometimes prevents the key from turning. You'll have to hold the wheel one direction or the other. If this doesn't work, I don't know.

most likely this is caused by a bent brake rotor on one or both sides. to fix this remove the tire and the brake calliper and the rotor will just slide off then just replace it and put everything back together.

In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.
I've had the same happen with multiple cars. The trick is to try to turn the steering wheel just a tiny bit (it will be difficult because the steering has no power) while you turn the ignition. Usually the tug on the steering wheel will dislodge the steering wheel lock and free the ignition to turn. Once I learned this trick it saved me a few trips to the mechanic.

I just fixed mine, it is between the steering wheel and control panel. Just unscrew the bottom plastic cover under the steering wheel and its located right where the blinker arm is. Simple fix.
