U dajust the rear Drum brakes if so equipted if it has dsc in the front.
If you mean that your foot goes to the floor without resistance the first time, but not the second, you need to have your master cylinder checked out, and possibly replaced.
I have also seen this problem caused by condensation in the brake fluid caused by old fluid. The adjusting the first poster talks about is only for adjusting the emergency brake *I thought*. I could be wrong on that. you may just need to bleed the brakes and get the air out of the system. the second pump compresses the air and makes pedal hard.

There are a number of places that fix brakes. Midas is one of the most well know places, but there are also local companies who can change your brakes.
For a temp fix, pound on bottom of tank a few times with a rubber mallet. It should start and run for a little bit.
You find out what is jamming them and fix it.

Are you talking about seized brakes? As in the wheels no longer turn because the brakes are stuck? or.......?
