If the engine has a new cam, perhaps the low vacuum is caused by the cam being too big for the application. Low vacuum could also be caused by gasket leaks or vacuum line leaks.
If the engine has a Holley carb, the pump shot can be changed by readjusting the linkage, changing the discharge nozzles to a larger size, or changing the accelerator pump cam.
Could be a low vacuum signal, or inadequate accelerator pump shot.

It is on the passenger side of the transmission towards the back of it. It will have a vacuum hose hooked to it. There will be a small bracket with 1 bolt that holds it in the transmission. Do not loose the small pin that is inside of the transmission when you remove the modulator valve. You will loose some trans. fluid.
That transmission does not have a modulator valve that makes it shift it is all computor controlled. Therefore it don't have a vacuum line on it anywhere. it does have a small rubber line on it that is a VENT hose.
