I am replacing the factory radio in a '97 SR5 4runner, the lighter does NOT come off like a Normal lighter. Usually, they just twist/unscrew and voila! This one has plastic tabs that need to be accessed from behind the trim. I fully removed the trim (due to radio install) and STILL broke a small plastic tab off the retaining clip while trying to remove the lighter. Bummer, but no one will see and it doesn't affect normal operation! hope this helps. Very easily follow instructions to remove the stereo (Crutchfiled.com). The 12v plug (lighter socket) is attached to the center housing (usually black on all 4Runners) has two electrical plugs to the back of the lisghter socket: one for the 12v feed, the other for the green illumination lamp. The lighter socket itself will twist out and a replacement lighter socket can be purchased at a junkyard or local dealer.
I've just done this on my 2002 Avensis.
The socket assembly is basically in two parts - a central metal tube (the part you push the lighter into) and a plastic holder. The metal tube has 2 spade terminals at the rear for the electrical connections. The plastic holder is also in two parts: a transparent part that surrounds and holds the metal tube and contains the illumination bulb holder and terminal, and a smaller black bezel that securely holds the transparent part and fits into to central console of the car.
The cutout on the central console has two recesses into which two lugs of the black bezel can be inserted. The bezel can only be withdrawn when the lugs line up with the recesses.
To remove the complete unit you must first rotate the inner metal tube until it can be slid outwards about 1cm. It won't come all the way out because its held in the transparent part which is securely held by the bezel. Rotate it by gripping it on the inside with your thumb or a piece of rubber.
With the metal tube protruding you can then rotate the black bezel and pull the entire assembly away from the console. Pull gently and maneuver the assemble away from the console. NOTE: you can't do this unless you have first rotated and pulled the metal tube out to its stop, otherwise the bulb holder gets in the way when you try to remove the entire assembly.

Check to see if there is power to the circuit -- if so may be lighter element--if no power check fuses
probably a blown fuse, check the fuses.

The cigarette lighter is commonly wired into something else. Check the dash lights and tail lights, as they are the two most common places to connect the lighter to.

Check the underside of your fuse panel cover. It should have listed there location of each fuse as well as which one is which.
