Many times it will be nessecary to bypass the horn on the steering column all together, do to cost, and difficulty of repair in that area. Generally the easier solution is to go to your parts store and purchase a horn actuator button for about $5.00. then find your horn under the hood of the car, its generally in plain sight, usually being mounted either side on the inner fender. Once you have found this, strip a small part of both wires, and plug on a multimeter, or test light then watch as someone presses the original horn. If the test light lights up, or your multimeter shows about 12 volts, then the problem is in the horn its self. in that case it would become nessecary to purchase a new horn assembly. in the case that the testlight does not light up, or you show nearly no voltage then this is what you dorun a wire either from your fuse panel or directly from the battery (its is recommended you install an inline fuse when running off the battery) to your actuator button in the cabin, you can place this where ever it is comfortable for you to reach, and looks the best. Now that we have power to the actuator (disconnect neg. bat. terminal before making connections) we can run a wire from the other terminal on the actuator, to the horn assembly. once that's done, check all connections, and reconnect the negative battery terminal. and voila, a new horn. (note: you can connect either wire to either terminal on the actuator it works the same either way)
You need to know what the problem is before you can fix it. Need to know if it is the fuse, the relay, the switch contacts, the horn or the clock spring (in some cases).
